Non Concussive Tap Sticking

Hi,
I have non concussive taps in my loo, the hot taps has started sticking and won' turn off, the cold is OK could this be a pressure problem, the taps are under a year old. Any help appreciated

If you are in a hard water area it probably needs stripped and cleaned.
