My outside tap has had really low pressure after the cold weather a few weeks ago. Its connected from under the kitchen sink, and can be isolated from turning a flat head screw type thing a quarter turn. Any help or advice would be much appreciated!
 
If it is only that outside tap, the chances are that frost has damaged it or something leading to it.
If you take it off and check the flow rate without it, you'll know where the issue lies.

It is possible it is the washer so it might be worth a look inside actually, before you take it off.

Another vote for the check valve built into the tap. The tap freezes and this breaks the plastic of the check valve . Then when it thaws all the little bits rearrange themselves such that the flow is severely restricted.
If you dismantle the tap you can simply remove all the bits, break up any bigger bits and take them all out.
Then the tap will be good as new.
You should make sure there is a double check valve fitted on the feed to the outside tap and if there isn’t one - fit one. This is very important.
