I live in a block of flats, with three flats on my side of the building. Management company have said there is an issue with an over flow pipe and they think it is mine. Looking on the outside I can see a dripping pipe but it seems to be beneath the flat below mine, and can see another pipe beneath my flat.

How can I identify for sure which overflow belongs to which flat
 
First I would lift lid on your wc check water level height and adjust if required.
Do you have a cylinder in the cupboard if so check float in CWSC
If all ok your in the clear and advise your neighbour to do the same

i would hold the ballvalve down on yours till it overflows see if it comes out of the one below your flat remember you may have a tank in the flat which is possibly joined to the same overflow
