PRV whining noise

I know that there are some posts already on this subject but our situation is slightly different. Most other posts indicate that the whine occurs when a tap is turned on but our noise is present at all times even when there is no flow of water through any taps etc.

We have two PRVs fitted one to reduce pressure downstairs and the other for upstairs. It is the one that deals with upstairs that makes the noise. We had them fitted several years ago when the incoming mains supply was tested by our local water authority and indicated 7bar. This was causing issues with dishwasher and washing machine as well as with an electric shower which we have now replaced with a traditional hot/cold shower. Both PRVs are set at 2bar or thereabouts which seems to be OK, although the outside tap for washing cars etc could benefit from a bit more pressure.

Any advice or comment appreciated, please bear in mind that I am not a professional plumber!

Check if there are any cisterns passing water that would cause a constant flow of water through the valve.
If not, try replacing the valve in question.
They can sometimes have problems when they get near the set pressure point
