Hi, My neighbor is on the brink of being evicted by the housing association that owns her house. The police have been to her house around 18 times since the beginning of last summer, her new alcoholic boyfriend is on a tag and awaiting a prison sentence and there is constant mayhem next door like Jeremy kyle outtakes, damage to my property, etc, you get the picture.

I own my house along with my partner and we cannot afford to move at this moment in time. Getting to the point, my neighbor used to let her dogs foul in the entry to save her from cleaning up after them. One day, a guy from down the street took some video of this happening and told her if she kept doing it, he would report her. She then decided that she would let them foul in her back garden and on a daily basis, lift the manhole/inspection cover for the drains/sewer in her back garden, wet the floor (not much) and sweep it into the inspection hole, along with any other debris like grit and small bits of rubbish that may be laying around and at the same time spattering the toddlers toys with the dog muck brush on a daily basis. Since she has been doing this, there seems to have been one blockage that required draining rods to clear and workmen needed to be sent out to repair the concrete around the manhole cover due it it getting a lifetimes use in one week.. I think my drains are connected but am not 100% sure. My drains have been blocked before and i think it is because of this, sweeping dog muck and bits down the drain.

I have mentioned this to the housing authority that owns the house and they initially stopped her from doing it, till they took advice from their plumbing section. The plumbing section said it was OK to sweep dog muck into the inspection point as long as she did not sweep any other rubbish down there, so they told her she could carry on doing this. Since then there has been another blockage and i have CCTV footage of the latest blockage been cleared with rods and the angle of the rods lined up exactly to where my manhole cover is. Easy to see as we live in terraced housing.

I have worked in and around the building trade all my life and as far as i am aware. Nothing should be swept into an inspection point, as it is just that, an inspection point. I think this is especially true for a tenant, as a homeowner it becomes your responsibility to clear any blockages that may occur. I thought that the drain system was designed to work only with an adequate amount of water being introduced to the system at the same time, to facilitate the waste clearing the drain. As far as i know, the reason feces cannot be added without a flush, is that it can stick to the pipe and dry out causing a snag I also thought that it was a big no no to sweep into an open drain as small bits of grit can get stuck in the pipe joints also causing a snag.

Would someone please point me in the right direction, has this housing authority been given the correct advice and where i can find guidelines on this kind of stuff. Or maybe someone who has knowledge in this area could answer this question.

from the sounds of it you should be happy they are putting it down the drain in the first place. nothing wrong with pooh in drains, thats what they are for!

What about grit/small stones and sloppy muck sticking and drying to pipe wall, with no water flushing it away. Am I just seriously uninformed.
 
its not you problem, its on there property but is their responsibility that it is operational.
 
Thank you for your reply's. Can i just point out that i posted here to find out if I was correct in my understanding of the proper use of drains. I don't really care about feeling lucky or if it's my problem or not, it is my problem if our drains are connected, like they seem to be and it has cost me money to clear a blockage caused by misuse, by someone else.

All i want to know is, can small stones getting stuck in pipe joints, or poo getting stuck on pipe wall and drying out cause blockages to occur. Basically is it considered reasonable use, to sweep into an inspection hatch.
 
so where do you normally pour chemical toilet contents, down the chemical toilet hatch (inspection hatch/manhole cover to the rest of us)
 
Thanks again. As far as i am aware, chemical toilet contents are accompanied by an adequate amount of fluid to facilitate movement of feces down drain, I did not ask about chemical toilets. If you feel my terminology is wrong then can you explain the purpose of a MANHOLE COVER? Breed of dogs is irrelevant.

Does anyone know of any guidelines, for proper usage, or are these answers just personal opinion without reading the original post?

Thank you Howsie, that is what i thought. Do you know of anywhere i can back that up. Yes, if you own the property, then i suppose it is up to the owner, but as a tenant, then it is up to the landlord? The housing authority just want me to produce evidence that this behavior can cause a blockage as it already has.

These people have cost me £450 over the last 12 months, damage to my car, property and needing to install CCTV for my safety, they smashed my gate at the rear of the property, trying to gain access to my house to assault me in my own home. Yes the police where involved but could not act because CCTV footage was unclear due to it being dark.. The housing authority are willing to act regarding the drains, if i can produce relevant guidelines to back up my premiss.

I am not being petty and have to fight violence with a pen/keyboard.

i cant see a problem with washing the yard down into a manhole funny how the op likes the answer that agrees with him if they picked it up and disposed of it down the toilet it would go down the manhole anyway and every time it rains small stones and dirt get wased down the drains i think the op is clutching at straws here
 
Just set your video camera up to catch them sweeping stuff down it. If it blocks then it won't cost you because you have proof it was them.
If it doesn't block, don't worry, feel free to poo to your hearts content!!
 
if you have had drain problems in the past and think its your neighbors fault, bypass the housing agency and report it to your water supplier the details should be on your water rates bill. it might help if you take a picture of her doing it. this will help with problems in the future even if your neighbor moves
 
if your undertaker is severn trent, they maintain all soils if they are shared with another dwelling/s, where your only responsible up to the point where the soils penetrate the ground surface. that came into force about 18 months ago but little publicized (wonder why lol)
not a lot of people know that!.

that was not meant to be helpful in any way, just sharing some knowledge with forum members who find the information interesting. take it or leave it at your will, but i know what i have to pay for or not, but thats just me and then again, i am in the severn trent area!.
 
sw water done the same and undertaking a review of all properties, which means all the drains in mty place are now covered as i have some flats attached, brilliant, Ill bill them next time they block, could be interesting
