radiator problem

Radiator in bathroom not working, bleed valve was stuck and worn away, but finally managed to bleed it. Still no heat tho. It has a pipe at top and bottom of radiator, with no caps, so they have to be turned with a wrench. Not sure in which position they should both be in. The bottom feed pipe is hot, yet after trying that both ways, still no heat. Help!🙁
 
try turning the top one anticlockwise(i think so that the end gets longer) a small bit at a time and see if that makes difference.
