Shower running cold

My shower runs only cold unless I turn on all taps in my bathroom even the hot tap and only then does it heat up

An electric shower heats up the water internally!

What is the make and model of the shower?

Turning on the cold taps/using w/m etc whilst electric shower is in use will affect shower performance, You need to be a bit more descriptive if you require advice

perhaps mains pressure is really high and the only way to get it down is to turn on all the taps?

I suspect one of the elements has gone only giving half power so reducing the flow through shower it is able to warm the water

could be
