As I said, any ideas what this is for? It was in line with an outside bib tap.

I love mysteries like this, particularly when they are someone else's problem!

Perhaps there were plans for a project (water feature, fish tanks, etc.) that never got finished? Or... someone ran out of 15–22mm adaptors and used what they had on the van? Or... perhaps the standard adaptors kept leaking due to expansion. The second picture (with the marble), could be a sort of expansion relief joint, but not an orthodox approach.

Have you asked the house owner?
 
There's no way anyone apart from the original designer / installer could say what the reason was for that.

Is this a random photo found on an internet search or is it your photo?
Is it / they in the U.K and outside, lack of lagging would suggest not U.K unless it's inside, maybe in stables?
Are both of them in the same pipe run?
Are there anymore in the same installation?

More possibles to add to the list,

Flow restrictor.
(very small) Solar heat exchanger
Shock arrester, I'm not convinced the marble has anything to do with the device, but does it jump up if you turn the tap off quickly.?

Other ideas to follow,,
 
.. And I thought someone would immediately know what it was for! It's at a pub/bar/shop/eating
place in Cheltenham called Dunkertons. It's on an outside porta cabin toilet, feeding an outside tap. So no, can't really ask owner. (love the moving marble theory😏)
