Sticking flip top basin waste.

whats the best way to maintain these? a customer has one that is getting very hard to use but its only around 3 years old.
im thinking theres some scum/limescale causing the problem.
whats best to clean it with and could i use anything to lubricate it.

i realise the short answer is change the waste
