So a custard of mine had a water softener fitted prior to his kitchen tap which is the only outlet on mains.

He wants a single tap fitted before the softener so he has unfiltered cold mains to drink.

The only place this can be done is by fitting a tap onto a kitchen worktop with no sink. Is this against regs?

Just found a tap so just need the regs issue clarifying.

Taps have been noticed to occasionally leak, get turned on inadvertently, left on. Without a sink might have a rather wet kitchen, better to use a 3 way tap as suggested.

I said this to the guy on my initial visit but he said he'd put a bowl underneath the spout. This is a 3 way won't work as I have to tee from the mains which is the other side of the kitchen to where the sink is. So it's either a tap without a sink/waste or nothing.
 
IIRC the regs mainly cover contamination of the mains supply as priority, as long as the tap fitted has a 25mm gap between the highest water level (work surface) it should be well within the regs.
I'd get a disclaimer signed that it's a right d1ckhead thing he wants doing and you won't be responsible when he floods his kitchen out tho
