System pressure / expansion vessel

Quick question,

Went to a leak, found it coming from a PRV from an ideal combi boiler.

Checked the pressure and it was at 3bar. Someone had left the filling loop open.

Released some pressure and tested the heating and within 5 mins the pressure goes to 3.5 bar.

Am I looking at either a flat or defective expansion vessel?

PRV is holding pressure fine until it reaches its release pressure.

if thats with the filling loop disconnected if yes yea
