The upstair bathroom sink tap has developed a loud squeal, thumping noise when first turned on which I think is water hammer. I can't identify the cause of the problem. I have tried changing the washer etc. Should I fit a mini rester somewhere and if so where is the best position - could it be the highest point in the pipe run?
 
Depending on the tap age, it could be play in the stem of the valve.

If you install a new washer it will help support the sides and therefore stop the "chatter", maybe also change the "o" ring inside the stem but I suspect the body of the tap will have worn slightly.
