Underfloor heating with Air Source - No room thermostats?

MY friend has an underfloor heating system fed from an air source heat pump, installed a couple of years ago. It's used to heat an old, large farmhouse.

From what I can see there are no room thermostats installed.

He has been told to regulate the temperature in the house by adjusting the temperature of the water leaving the heat pump (setpoint). He normally sets this to 22'C.

Does this sound correct? I thought the heat pump setpoint should be set higher, maybe 35'C and then room thermostats control the flow to each room?

By the way I'm not a heating or plumbing specialist, although I am an industrial controls engineer.

the underfloor heating manifold should have a series of solenoid valves linked to stat's in each room. so when the stat is satisfied it closes the loop to that room. the heat pump should be running about 35-40c. depending on the manifold he has it might be possible to fit the solenoids and link them wirelessly to room stats but i'm not too sure on that.
