Welcome to the forum. Although you can post in any forum, the USA forum is here in case of local regs or laws
Unfortunately, Building Control officers do not know what they are looking at, it is not their jurisdiction (Water Undertakers) & as it was not a new supply they don't get involved.I won't be doing it again , I used to sub to a builder he was doing a renovation the customer wanted a shower valve with hose next to the WC(foreigners). I said I could not do it as it's against the regs for the shower head to go into the bowl and possibly touch the water, the builder simply did it himself. The building inspector turned up as the job was finishing went over the house no problems,I asked him if he was OK with the shower/WC and he told me it was fine no problem ffs .

Sad an't it that something that could be so dangerous is not picked up !!!
I say you did the right thing by not doing it !! (did you put it in writing ?)
