Sorry if the title is spelt worng! I have just been to a customers toilet which isn't flushing I diagnosed the problem as a torn diaphragm. It was a nightmare to strip down due to whoever installed the WC had used silicone all over. Eventually I stripped it down and replaced the torn part and then put it all back together turned it on and its still not working! I told the customer it was a simple job and should take an hour tops its been four hours now as I have had to fetch a new fixing kit and so on but it still doesnt flush. I have now tried to get a siphon but they are all too big as this one is really narrow. Does anybody know why this would still not be flushing?

Had this before blasted toilets whats with them.

Best thing to do is take it out and replace it with a flapper, made by fluid master, once you've fitted one you'll never use a syphon again.
 
You're not getting a proper seal between pan and cistern. Probably the reason for the use of silicone by original installer. Use a sponge type donut washer not the thick rubber ones. They come in two sizes, 2" and 1/12". If possible change to a Fluid Master cable flush syphon. I'm assuming this is a close coupled toilet.
