went out to clear a blocked drain the other day only to find was not able to clear it
as the blockage was in the neighbours garden or even further and they wernt in to gain axcess and was woundering when it becomes the water boards responsibilty and not the home owners
 
A drain is a drain until it becomes a sewer (which is where the water authority becomes involved).

Where a drain joins another drain, the pipe downstream is the sewer.
 
yes i spoke to some one from them yesterday and they said they only do mains sewer but next / in the coming years they are going to take over the whole lot
 
my mate had a blocked drain in his back garden. It turned out to be a collaped drain 4 doors down and it was the homeowners responsibility to get it fixed. After my mate had rang the council they did approach every one involved to sort out all chipping in £ to get it fixed tho.
