Do you need COMCAT to replace a catering flexi on a commercial appliance ?

Is it classed as the appliance or the installation

comcat required, and depending on pipe size core commercial as well. you only need the comcat because you have to commision the appliance after you have changed the hose.
 
That's the view we have taken on it as a company but caused a bit of debate amongst our engineers,
