Can anyone tell me what the nut is for on the side of the double check valve in the pipe leading to my outside tap? The valve is jammed closed and I wondered if it is possible to free it?
 
Best to replace the broken / stuck part

UK Can't get stopcock 100% closed to allow a tap repair
