Help With Heatline vizo 24.

Hello.
i have a Heatline Vizo 24 boiler. Earlier today the gas fault line was flashing. so i followed someones advice and turned the blue valve second from the right. This has shut off all water to the boiler. now my problem is that it wont turn back on. the valve appears stuck and wont move.
