Pipe condensation, to insulate or not?

Within my house, the section of pipe coming off my internal stopcock is suffering badly with condensation. It's in a downstairs extension and is run in a 4 inch deep channel cut into concrete flooring.it wss suffering with severe corrosion and has just been swapped to 15mm plastic pipe.

We have sought professional advice and the plumber has suggested looking for dripping toilets or other leaks, but has advised against fitting foam insulation to the pipe as this will just move the problem along the pipe to the first non insulated pipe section. Lots of web sites and other threads on this forum do recommend this.

Please can anyone offer a second (or third or fourth) opinion on whether or not to insulate.

My cure was a bit more ventilation ( Hall way incoming - from normal toilet/kettle usage. )

although I hate letting warm air out of windows (shut after!), may be a sign of :-

a) Multiple occupancy
b) Processes producing damp (Fish tanks , plants by radiators) Drying washing indoors
c) Shower room with poor ventilation
d) a modern house -well sealed and un aired
e) Poor kitchen ventilation

I too enjoy not finding mouldy walls else where ! (may be case when remove cold spot)
