Can someone tell me the regs/legislation in ref to. A new build that has not yet been commisioned by a Gas Safe engineer but landlord has moved tenants in regardless????

is the gas to an appliances on?
 
Regardless if it's tenants homeowner or a pet hamster if a gas appliance hasn't been commissioned then it shouldn't be in use
 
How do you know it's not been commissioned?
What's your connection with the building?
Who connected the appliances and did the pipework install?

no appliance can be left connected to the gas supply uncommissioned. gas regs, section 26.

it may just be the incorrrect or different use of the word commission, if the builder means the heating system needs flushing out for example then its not a gas reg or safety concern. If the builder means the appliances have been turned on and there are still gas related checks to perform then its a contravention of the gas regs.

check if the benchmark in the boiler instructions has been filled out, you should have a gas cert also in most cases. also check the boiler flue has been sealed to the brickwork behind its cover.

if your unsure contact gas safe and ask for advise.
