Is this the stopcock?

We had a kitchen extension done 6 years ago and this was fitted under the sink which I always assumed was the stopcock. However as you can see it leads to a dead end and the water doesn’t stop when I turn it off. I can’t find anything else which looks like a stopcock so I’m very confused.

Yes but be careful not to over tighten it when closing the valve

did they install a new main and forgot about connecting it up / disconnecting the old ?

They did install a new main, replacing the lead pipe.

Yes it was all done at the same time. If it is the stopcock which I’m thinking it must be then it must be faulty as it’s not turning off the water. I also don’t get why it goes to a dead end above it.

Looks like potentially your still on the lead main and it never got swapped over did you have the water board to connect up in the street ?

Yes the water board did connect it. Checked the grid outside and the can see they’ve put a plastic tap and pipe in.
