Is there anything that can cause low pressure on a tank supplied hot water system. Bar just the low head height of the system?

Unless all the hot supply is pumped out of the tank and the pump has broken? Had it once where they used a shower pump on all hot supplies in a bungalow
 
A restriction can effect the flow rate. Maybe an old brass gate that has furred up internally or something in the cold feed. Worth looking in the tank outlet.
It can be all manner of possibilities. Air lock is another, look for pipes that rise and fall. Check that the hot supply rises to the vent.
