It's not on upside down.
This towel rail came with only 1 hole at the top for the bleed valve, the other side was all chrome / moulded over.
Normally you get a blank plate to screw in - not on this one.

Did you notice the mirror ?
I got this bespoke made - 300 x 1202.5mm & tiled it in flush
(Basically 2 full tiles width + a 2.5mm spacer)
Really pleased with it - first time I've replaced tiles with a mirror

Funny you should say that - we bought our flat off a property developer about 8 years ago & we have got a towel radiator in the kitchen.
Looks great, except it's upside down !

Looks good just one think you should of at least lagged or sleeved the pipes behind the tilles
 
I thought i was going to get pulled up for not using chrome pipe on the 30mm of pipe you can see.
 
Chrome covers are for amateurs !
I've drilled this with a 17mm hole cutter.
Check out the 1st picture.
Once thats filled filled cream grout it will finish it off lovely.

TBH, I'll probably paint the copper pipe in Silver paint - just to take the edge off it.

shut all the rads down in the house and try and push it through normally works. if not take the towel rail off and open one valve at a time and pull through the air like tht.
