Recently qualified engineer seeks experienced opinion.

Called to do Landlord Inspection, no electricity so could only do visual. Three storeys up, wall mounted combi. Flue core not sealed internally, has collar covering core but pull back reveals good view to outside. No big problem there as I can seal that, hang out kitchen window as far as I dare (sheer drop from window) reveals around 3 to 4 inches of small metal internal flue pipe protruding from core, no sign of external flue pipe and core has not been sealed. Access to outside would be by means of scaffolding or man lift only, which probably explains why job was done like this.

Presently unoccupied awaiting tenant and positive inspection report. Currently shut off as "At Risk" but I'm thinking I.D. and would appreciate more experienced opinions.

Checked my Unsafe Situation book but doesn't really give guidance for this situation as far as I can see.

AR unless you PROVE the POC's ar re-entering the building, the flue needs to be fixed, but with no power there is no danger, the flue may have been cut short or it is telescopic and not adjusted but an easy fix from inside (the hole will still need to be sealed on the outside, (again depending on model it is acceptable for some to use the weather collar as an external seal, not interested in peoples opinion of whether this is right or not, cause if MI say i can do it then its Ok to do) check MI to see what needs to be done to external flue before you start quoting £350-450 for a tower scaffold, if its needed at best you will be noting it as AR so its up to landlord to rectify and you will get paid for this job
 
unless i have read it wrong i think he is saying there is no terminal just just the flue pipe.
 
That's correct, no terminal of any kind. I'm supposing the flue has two pipes, small internal for POC's and large outer for air intake. Only have the few inches of small exhaust pipe showing, no external (air intake) pipe visible at all and no terminal of any description fitted.No collar present and core hole totally unsealed.
It's a Biasi combi, checked MI's for this model but flue section doesn't go into this level of detail
 
So the outer flue is too short to protrude from the external wall and all you can see is the inner core protruding with no terminal.
If boiler is not operational you would need to ID this at this time. There are some clear flue install issues. Subject to testing and boiler operates within safety limits you can then class it as AR.

You cannot leave it as AR as anyone can then come along and turn on boiler when power re-established.
There are some serious flue install issues that you need to confirm are safe before classifying as AR.
