I am considering upgrading my 20yr old CH system and installing new radiators and TRVs. Would it be false economy fitting under 10quid TRVs (Eg I don't want to be changing them ever year or so).

Well, generally you get what you pay for. As the old saying goes- Buy cheap, pay twice.
