Bathroom tap question!

I'm sure the answer is simple but...my bathroom tap needs turned off very tight in order to stop it dripping, see photo, I assume there is a screw under the top 'dome' cover but how to get this cover off? I've tried to turn it and to pry it off but it (both of them) are solid. Thanks. Photo won't load, it's chrome taps with a chrome 'domes'.

Pictures would help greatly. I understand there is an issue with uploading them at the moment.
If they are the ones I think they are where the dome meets the flatter bit. The dome needs levering up gently with a flat bladed screwdriver

Pour boiling hot water over the tap then try.
