baxi 105 he pump light flashing

Hi guys, just had customer on phone saying they got no hot water or heating with pump light flashing. they say they have 1.5 pressure and can hear pump running. Am i right in thinking this is usually the primary flow valve pin not lifting?

I tend to go look at the boiler to diagnose the fault as you can end up barking up the wrong tree trying to do it online, especially as the customer is given you the symptons
