Main water inlet pipe stopcock seized. Have tried freeing it to no avail so looking to replace it. It's very old as you can see on the attached pictures. I've bought a 25mm stopcock and have a 1" to 22mm reducer. I can't get the reducer to fit over the black pipe as pictured and I'm beginning to wonder where I go from here, as you can see the black presumably PE pipe has a 22m copper pipe insert.

Your existing stop tap is 3/4 bsp
Simplest way to do it is get a new 3/4 stop tap take fittings out of old one screw into new stop tap job done.
I'm assuming your water supply is in black alkathene probably 1/2 either class C or D picture would be useful.
If your new stop tap is a brass one maybe try swapping head of new on into existing they sometimes fit!

25-22mm stop tap and remove the old stuff eg nut and olive you might have to shave the old stuff or if the olive fits file the nut open a smidge
The Alkathene I have come across in 1/2" has about a 15mm bore and 3/4" (not quite 22mm) external, by I don't know what class that would make it. It is quite common to connect to the type of pipe I've come across by shoving a bit of 15mm copper tube into the bore and using a 3/4" compression fitting (i.e. using a 22mm fitting with an imperial olive and a fair bit of PTFE). May be worth more detailed photos as it sounds like Exedon2 might have an inexpensive solution.
I suppose if you wanted a slightly more expensive solution that wouldn't require too much of the kind of black arts myself and Shaun seem to be considering and wanted to get rid of the redundant stopcock (which would be a good thing to do), then Philmac universal fitting onto the black pipe and connect to modern copper tube from whence it is easy to make connections to your new stopcock.

It should be 21-27mm so should fit for both as black is 26mm and the 22mm tube
You’ve got the wrong one you’ve got the 1043 where as you need the 1144 which is universal both ends
Problem is now you need a short bit of 25mm alk and two inserts and a 25-22mm stop tap
