no its coming straight of the inlet and spluttering , they have run the cold tap for 15 minutes and its still doing it , ive never come across it in 50 odd years of plumbing , ill go and have a look tomorowDead leg removing / getting rid of air was it drained ?
I don’t know how big the main is that was worked on but in a lot of cases like this the water companies turn the water back on a bit at a time to let the pressure equalise throughout the system and slowly over time increase it to full pressure.it was turned of in the night time for an external repair in the road so it is possible it was drained
