Cold water storage should never gush out the vent unless big problems are there,,, pumping over is more for your heating F n E tank ,
Even a dripping vent means your water is being heated at way to high a temp and indicates a problem with a thermostat, or sometimes cold water traveling back up through the hot water cold feed,
