Ferroli Hawk 2 air pressure problem

Hi guys, any help would be greatly appreciated.
The boiler will not fire for heating or hot water unless the combustion cover is loosened or removed. I,m aware there is some kind of air pressure problem but I've checked and cleaned the venturi, air tubes and fan, they are all ok. The fan is giving me 46 ohms resistance which I am being told is fine by Ferroli technical. They have said replace the fan and air pressure switch because one of them looks like it is the problem but I would like to nail the problem first before I start forking out on guess work. I came across this problem on a Ferroli many years ago and was unable to pin point what the problem was then, so any help from experienced engineers would be a great help.
