Heating issue

Went to have a look today at a British Gas 300+ system boiler.

The boiler locks out a few times a day with fault code F.22 - I checked F&E and looks like a there has been an oil slick in there. The customer also complains of heating upstairs but nothing down stairs - could this be as simple as a flush? Any thoughts/ideas welcomed
 
Just to firm my thoughts behind this - boiler not able to circulate properly on flow and return, gunged up Heat X, Boiler overheats, stat goes to lockout - F.22 code displayed as not registering the flow required - does this sound about right?
 
Pump's running, F+E full but looks dirty. Was thinking circulation hence power flush idea?
 
its not an ideal, bg 330+ is made by glowworm, bit like their flexicom, f22 is dry fire, so could be a bloackage of some sort
 
cHEERS EVERYONE, I have never seen one of these boilers so will go with a flush and hopefully will sort it.
