Heating is off room thermostat is on 0 but when hot water is on the radiators heat up.

I need to change the check valve.

Where is the best place to look for this valve?

The lever moves freely and does not spring back.

Hi jut 🙂 It's most likely the silver valve that is passing to the heating when on hot water only. You could try doing the same again with the leaver this time with the electrics to the heating isolated. It should spring back to its rest position. Are you hoping to repair this yourself, by-the-way? If it is the diverter then it'll mean a drain-down and with that comes the potential for lots of issues 🙂

When heating/water is off not calling for heat does leaver move then ? if not could be that syncron motor as pack'd in if so and you do-not mind doing a little electrical work (2 wires) a bit fiddl'y with small screws will cost about £15/£20 for part.
