Incorrect flow temp reading

When there is no demand for heat and the system is "cold", the flow temperature displayed on the front of my WB boiler is still reading 41. The flow pipe feels cold to the touch, definitely not 41deg... Have I misinterpreted what this display is actually telling me?

Yes, especially if the preheat is one. The temperature is the temperature inside the boiler pipework.
