hi, water supply comes in to the kitchen under the sink and the tap to turn it off is there.
From this pipe it goes directly up to the kitchen sink above.

last year a plumber added a pipe directly on to this pipe and took it out through the wall for an outside tap. All was fine and the pressure was good.

Just noticed this week that the pressure is appauling and the tap unusable!!! it dribbles out.

Pressure to kitchen sink is still very good. Any ideas whats caused this?!?

An outside tap should have a check valve fitted on the pipework.This allows water to flow through the valve but it shuts if water tries to flow back up the pipe. I'd guess that it's stuck shut.
 
I forgot to drain mine down for the winter and it froze, afterwards the pressure on mine was pathetic. It has a built in check valve and I think the freezing has damaged it causing it to reduce the pressure. I think if you have the same problem then just replacing the tap should solve it.
 
Take the tap off and check the back of it - the check valve has an 'O' ring that can squeeze past the valve jamming it if its frozen.

Had one that wasn't drained over the winter do this. Can be taken apart and refitted.
