Making new underground WC connection and regs

Just been to a quote for plumbing of a new downstairs WC under the stairs. They have done their own digging and have exposed the old clay 4" soil under the drive.

I've never really been asked to make this connection before, the only time this has come up before a builder did it.

So two questions...

Do I need to notify building control to add another toilet?

What is the best fitting to use, the hole he's dug on the drive he's expecting the get a 'T' in there but I said it would have to be a 'Y' junction.
 
Its a building control jobbie. The last one i did i fitted an inspection chamber where it connected. I dont do many, not a fan of the spade work anymore.
 
Mini ppic and yes building control if it's just his drain, local water boys if it's shared.
 
Do you ever not need building control, can you self certifiey? What quals do you need?

How much will BC want?
 
Hole way too small. Needs to be 2 m wide not 600. Looks like old hep seal so 450 vitrified clay rocker either side of ppic with two appropriate band seals. Come out house at 45d and then enter half channel at 45 d so the waste comes out and is already flowing in direction of main run not at 90d MH. Labc £200.
 
Or maybe that door is in a wall and it's actually a portal to another dimension that Phil has stumbled upon!
