Manual radiator valve stuck.

I have a Verona (Bought from Screwfix) in-line radiator valve fitted to a towel radiator which is stuck closed. I have tried squirting WD40 into the spindle to no avail. Have also tried a pipe wrench with rag on the valve handle will not budge. Have another one of these valves on another radiator which will only open a few turns, not fully. They have only been fitted for 2 years and operated occasionally. The heating system has been filled with softened water and Fernox corrosion inhibitor. Can anyone suggest a method of releasing the valve?

try to work both ways slow but sure

never turn a valve of fully so this can always be done

turn the valve off and back again a small bit
 
The best way to slacken anything off whether it be screws, bolts or valves is to tighten it slightly first, then slacken it off slowly. These valves are renowned for being a piece of cheap cack. Next time buy a good quality British brand make and it will outlast Rover cars.
