the vessel needed changed,so rather than boiler of the wall i put a remote one 8ltr on the return as close to boiler as possible,but the boiler still increase pressure and setting prv off, i felt remote vessel and it was just warm it felt as no water was in it, if that makes sense,whats going on
 
Filling loop passing? Disconnect to eliminate.
Are all valves open?
Water to water heat exchanger gone. Isolate flow and return at boiler and if it rises over time its the wwh.
Did you blank off old vessel, its good practice.

i did disconnect filling loop,when you say blank old vessel, do you mean remove vessel and blank pipework or simply at schrader valve with cap,if removing vessel i may aswell replaced the vessel
 
Blank off the connection to the old one, where it T's off inside the boiler, in case it splits.

What pre charge pressure was in the new vessel?

Where the vessel is connected, blank off. No need to remove boiler.
I would start saving and buy a new one IMHO
