The clearance around your cooker should be in accordance with cooker manufacturer’s instructions.
In this case you should go with relevant British Standard.

Hope you can read this, these are the minimum clearances to combustible materials, I assume the front edge of boiler will be plastic so combustible
my main concern will be if the boiler internals can take the moisture and temps. Does the boiler have an ip rating?
its unlikely there will be a british standard other than the cooker clearances kirk has posted, so common sense and personal opinion will come into it. Your site manager may be refering to a measurement hes been asked to adhere to in the past by a cleak of works for example.
its the same for leccy sockets, you would thing there are standard measurements away from cookers and sinks.
