No AECV in upstairs flat

Hi

Can someone just confirm that if an upstairs flat has no AECV at the entrance or anywhere in the property for that matter then this is AR and should be reported to ESP?

It's in the British Standards. if the meter is over 6 metres away you need a AECV which has to be labeled properly and a test point downstream of the valve

The 6m is walking distance from the entry to the flat, I clarified this earlier with Gas Safe. A test point isnt required though as far as I am aware, and I dont see the need for one either.
