No Hot Water

Went to a flat earlier with no hot water. Checked the cable feeding the immersion and it has got power going to it, can the actual immersion still be broken? Even though power is going to it? I took the casing off it and temp is set to 65.

Yes.
Stick an ohm meter on the immersion terminals and you should read about 19 ohms.
I trust that you are competent to test this!

Yes, power on the cable not much more it can be, either thermostat or element blown.

Check for continuity of thermostat (with power off).

Yes although power is available immersion or thermostat can break down.

Is there a reset on thermostat, little red button you need to use a pencil point to operate?

you do need to check these with a multi meter as you can have juice present but no neutral

Is the stat set on Max, clamp meter will tell you if its pulling anything, multimeter will provide you with voltage reading at the elephant or tell you the resistance across the terminals.

continuity between the element terminals & earth post is a good sign the immersions knackered as well.
