Water comes into the house via the converted cellar. It runs behind a plaster boarded wall and breaks out by the back door. This is where the stop tap is.

The rads downstairs have been turned off as we dont use this area much. but i have put them back on. How long do you think it will take to thaw out the pipes down here if they have frozen from inside ?

if this area is not a problem and they have frozen in the ground, what do i do ?
 
I am finding customers with pipes near the surface of the ground are losing their cold water supplies.

Nothing you can do now but during the warmer weather you could look at replacing the existing pipe to your property to a greater depth and surrounded by foam insulation.
