Outdoor tap in townhouse

Good evening all. I desperately want to fit an outside tap in our rear garden. Easily enough I hear you say! Unfortunately we live in a 3 storey townhouse and the only water supply is in the kitchen on the 1st floor. Can I run a pipe from the kitchen, outside, and down to the garden? I know I will need to insulate the pipe and empty the water each winter. Just want to check if it's doable or not. Thank you in advance

It’s not advisable. Could you not run it internally? Is it a newer built property?

Where does the Water pipe enter the property from the street?
Is the house built on a hill?

Anything is doable but it's going to look ugly and really not advisable, as above can a pipe be run and connected internally then taken to outside ?

I have done externally when there was no alternative.
I ran 15mm hep with climaflex inside a waste pipe that was clipped to the wall. It looked tidy and as far as I know has not had any issues (did it four years ago).

I did something similar to get water to outhouse, been in 5 years and no problems also doesn’t look that bad as just looks like a waste pipe
