Hi I want to move the feed to my rads , as the route is too long,this would mean leaving approx 3 m of 22 mm flow and return plpework down beside the chimney breast still inline, and water being fed from 15 mm through 22 mm and back out to 15 mm.would this cause pressure problems or would the plumber have to change the 22 mm to 15 mm ,which is very difficult to access??
 
If its just 1 radiator it shouldn't be an issue but if its the whole system then it would restrict the flow

Pipe sizing will only effect flow rates for the most part.
 
If your pipe is currently

15----------------15 and you wish to change to 15----15<22=========22>15-------15

this will not cause a problem. In fact, it is better than extending

15----------15 to 15------------------------------------15 as the wider pipe has less resistance to flow for a given length.

Since it sounds like you have pressure drop issues due to long pipe runs, wider is better.
