causes of a pulsating flame?

its not the regulator,
all the other burners are working fine,
dont think its the injector as the flame is not massively aggressive
its not searching for air as its flue less
only thing i can think is its got water or something in the tubes feeding this burner

2 days before we were there british gas had done a gas cert and found nothing wrong (despite there being massive tube heaters and plaque heaters with no ventilation)
We werent there to work on this cooker and had only turned it on out of curiosity, so we didnt get find and fix what was causing it, but i'd like to know
 
blockage would just be a low pressure flame it wouldnt fluctuate is there an air intake that maybe partialy blocked and allowing intermittent air into the burner
 
Does the flame almost drop out ( extinguish) If so check the fsd and valve? D10 - aggressive degreaser used in commercial kitchens has a lot to answer for , take fsd to bits and check ends / connections. When d10 dries it leaves a white residue which has in past caused issues with fsd.

when it was turned on without being lit the gas flow seemed even so air intake would probably be most likely suspect. shame we didnt have time to properly investigate

the really funny thing about this (apart from mutleys cameo) is british gas didnt pick it up when they did a cert
