Hi. I'm trying to change a radiator but I've took off the trv to replace with a new one and there is a reducing olive on the pipe. If I get this off can I replace it with a new reducer with a bit of scoring, dent on the pipe or is it best to cut off the top of the pipe

Depends how bad it is. If there's enough pipe to cut off then do so and reduce or even eliminate risk.
