Radiator not heating up after HW Cylinder removal

Looking for a bit of help , short story new combi boiler fitted, old hot water storage cylinder removed but I asked engineer to leave me tails for a radiator I wanted to fit in the cupboard space , I have fitted the rad but it does not heat up. ( I took it as said the 2 tails which were capped off were my tails

So from image all pipes are hot , the 2 tails is where the TRV & the lockshield are connected to , there is a "loop bar" also there which is hot , question is whats going on, can anyone help, both tail elbows hot pipe LHS is hot to the TRV, right elbow is hot to the elbow but pipe to lockshield cold......

What is a loop bar? Have had a similar situation which you have probably already checked..bt just a suggestion.sometimes lockshields come almost closed and have a cap with a screw which needs to be taken off to open. Ie the top may turn but not adjust the actual valve.

Failing that perhaps the system needs to be rebalanced as could be taking easy route through bigger pipes etc. Simply turn off/down hottest radiators and see if the new one gets hot.

The " loop bar" is a 22m copper pipe which literally comes up from the floor spans across the floor surface and goes back under the surface of the floor so it resembles a very shallow C or very low goalposts is the best way I can describe it.

Lock shield & TRV are all fully opened, just weird , my only thought is the way the engineer left it , it was not obvious which pipe to use so both ends of the radiator may be connected to the flow, an dI need to t in to the copper with a 22m - 155 reducing T and hope htat solves it.....

Quite often on older conventional heating systems there were two alternatives
1. Bypass radiator often in the bathroom as that needs heat even in summer to dry towels
2. Even older it was common practice to route the hot water through a bathroom radiator before it’s final destination at a tap somewhere
