Radiator wont turn off

Hello,
I know nothing about this so i came to ask you guys. In my house i have a central heating and usually i have a set temperature so doesn't matter what number the knob is... the same heat comes in.

Now my problem is when i turn off one of my radiators (set to 0 ) its making a sound like more water is coming in. Any one know what is going on?

This started after i ran out of gas money and the whole central hating shut down.

Is the radiator still heating then? If so it's passing the valve slightly. Will probably require a new valve to be honest.
 
Make sure the head is tightened down properly. Turn it to max and see if its loose. If it is tighten the locking ring underneath then close it off and see if that works. If not its as above.
 
yes its turned off very tight. I even took off the knob and pushed down the pin (to close it) and it was making the same noise. But it happened out of the blue...my house mate had the same problem in his room and one day it turned off.
