Refill valve not working.

Good morning. My name is Brian. I’m in the Uk. It’s a beautiful day,and I’m in the bathroom trying to fix the refill valve for the toilet. Have replaced diaphragm washer for an Arctic Haynes siamp refill system. But after putting back together making sure all alignments were correct. The water would not enter into the cistern but build up in the refill valve tube. Have now noticed that the pin inside the cap does not move. And the grommet is visible. Pin stuck in the up position. Can I do anything? Thank you.

Hello Rtplumb. Thanks for vid. That’s the part I’ve replaced. Now the water won’t flow into the cistern. Was trying to get cap of to see if something inside is wrong. But can’t get in to get it of. Thanks again.
